It is obviously a spoiled ballot that by state law needs not to be counted, whether it's considered an erasure or not. The instructions, which someone apparently didn't read, indicate that if you spoil a ballot you ask for a replacement and they don't say you need to say why you spoiled it. But I don't see what the fuss is about this one; it's obviously one that should not be counted.
